Trump's Progressive Alarm Misses The Continent's Real Threat: Technological Stagnation.

The recent US national security strategy presents a flawed view of Europe. The document asserts that open-border policies and what it terms "progressive" agendas represent an grave risk to the continent's identity. However, this argument is based on a fundamental misreading of the reality. The actual challenge confronting Europe is not societal but economic and technological backwardness.

A Glaring Growth Divide Between the US and Europe

Statistics reveal a sobering contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, while a paltry 13.5% growth for the European Union. Over this period, European income per person fell from 76.5% to just half of the American figure. Strikingly, even the poorest US state now boasts a higher per capita income than several leading EU nations like Italy and France.

Today, roughly half of the global 50 largest tech companies are US-based, while only four are from Europe.

The Technological Deficit: A Critical Problem

The growing disparity is driven by stronger efficiency gains in the United States, fueled by breakthroughs and better use of resources. The landscape of global tech dominance is overwhelmingly US-centric. Over the past fifty years, hundreds of American startups have grown into companies valued at over ten billion dollars, versus just 14 in Europe.

This gap prompts a pressing issue: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, where does Europe stand? Experts widely concede it is essentially a two-horse race between the United States and China, with Europe starting at a significant disadvantage.

Root Causes of Europe's Technological Lag

A number of key factors account for this innovation chasm.

  • Venture Capital: The United States has a much more robust and agile network for funding startups. The EU still lacks a genuine capital markets union, which caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper Europe. A US startup can launch a product under a single regulatory framework to access a consumer base of over 330 million. The European Union, despite a larger population size, is split among twenty-seven separate regimes, creating huge internal barriers.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In some EU nations, business failure was historically viewed with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its ability in breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these challenges, there are reasons for optimism. European leaders are increasingly aware of the existential challenge and have started to propose substantial change. Notable analyses on European competitiveness and the internal market point to the necessity of major changes.

Given appropriate policies and regulatory reforms, Europe's strengths could support much higher levels of commercial innovation.

The continent retains considerable strengths: high-quality workforce, top-tier education systems, and world-class labs. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to unleash a new wave of venture creation.

Crucially, even if the EU does not take the lead in creating cutting-edge technologies, it can still dramatically boost economic output by adopting and adapting innovations from other regions.

An Inflection Point

The European Union now stands at a critical crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, the continent's slide in innovation has been gradual. But, without bold steps to address its deep-seated problems, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
